TONY L. COUNCIL, P.E.

Mr. Tony L. Council is the owner of TLC Engineering, Inc. and has over thirty (30) years of engineering and project management experience. Mr. Council’s experience covers all areas of managing large projects: from preparation of cost estimates to design, installation, construction management, and commissioning of facilities. Mr. Council was appointed to the Coastal Water Authority Board of Directors by former Houston Mayor, Bill White and he continues to serve on elected Mayor Sylvestor Turner's Transition Team as co-chairman. He also serves on the board of Greater Sooner Holdings, Inc., a Texas oil and gas exploration firm.

Bill Buckmaster

Mr. Buckmaster has over (30) year of experience in Construction Management. Currently, he manages the Construction Management and Inspection Division for TLC.  He oversees the recruits, trains and supervises the inspection team. He is a visionary leader with a track record for defining, building and optimizing best-in-class infrastructures and operations. He has a reputation for defining enterprise technology strategies/solutions that reduce costs, improve efficiency, support organizational goals and maximize the investment. Georgina Ybarra

Georgina Ybarra brings over (30) years of management experience working with municipalities and special districts in finance, risk management, and grant management. She has successfully overseen complex fiscal operations and developed risk mitigation strategies for government and private projects. She has a proven record of securing substantial funding through grant management. Georgina is committed to enhancing community services and enjoys volunteering at various levels of government.

Frederick Sunderman PE

brings over 30 years of diverse and highly impactful engineering experience to TLC Engineering, specializing in project management, structural engineering, and manufacturing engineering. His broad expertise spans from part manufacturing to large-scale interchange construction, with a proven track record of delivering complex projects on time, within budget, and to exceptional quality standards. Frederick excels in business development, having successfully expanded client relationships and contributed to proposal development, team leadership, and strategic project execution. His passion for professional growth drives his commitment to mentoring engineers and technicians, guiding them through training, precertifications, and licensure while fostering an environment of continuous improvement.

Darron Thompson

A results-driven Senior Architectural Associate with over 20 years of experience managing construction projects from inception to completion. Darron is a well-rounded and versatile professional who has served clients in multiple key roles, including Lead Designer, Production Manager, and Construction Administrator. His notable design projects include office buildings, a radio station, education facilities, and a 3-star hotel. With extensive experience in construction management and inspections, Darron has contributed to vertical and horizontal projects. His expertise has been key in developing large park projects, major street paving and drainage systems, mixed-use office buildings, and multi-family residential complexes.   Darron is known for his ability to manage stakeholders, budgets, schedules, and resources while upholding the highest quality standards and ensuring strict adherence to safety regulations.

Alan Moore, M.S, E.I.T

Mr. Alan Moore is a consulting engineer working on design and project management aspects of various civil infrastructure projects. His experience includes design in utilities, roadway, marine and land development construction in both the public and private sectors. He is currently pursuing his doctoral degree at Texas A&M University, College Station. Mr. Moore holds his ADCI commercial diving license and has both on

and offshore diving experience with NDT inspection certificates.  

Vincent Griggs

Mr. Griggs is an accomplished and dedicated professional with 25 plus years’ Experience in Construction and 20 plus years’ experience Utility Inspections. He is confident in the ability to contribute to a team environment. He currently serves as Senior Utility Inspector for TLC Engineering in Houston, Tx, responsible for the oversight and installation of water utilities, structures, and drainage systems for the City of Houston and the City of Jackson, Ms. utility project. Mr. Griggs also serves as Health & Safety Director for TLC engineering and is an OSHA Authorized Trainer (26-00804112). He completes audits and reviews programs and procedures to ensure compliance with OSHA, MSHA, DOT, EPA and State requirements. He also provides technical safety and health support to the construction field divisions and Debris monitoring subcontractors.

Wanzhi Li, Ph.D., PE

Dr. Wanzhi Li is the Manager of the Engineering Department at TLC Engineering. He possesses more than thirty-six years of experience in civil/structural engineering, engineering mechanics, practicing project development, project and staff management, specializing in nonlinear structural analysis/design, structural seismic analysis and design. By acquiring project contracts from diverse clients through outstanding project proposals he promises high quality design while meeting schedules and saving significant budgets.

Michael Lynch, PE

​Mr. Michael J. Lynch is Senior Electrical Engineer for TLC Engineering, INC and has thirty-five years’ experience in engineering, developing equipment for Instrument and Control Systems for Oil & Gas projects for companies such as Halliburton, Weatherford and Ingersol-Rand, for which he has been awarded 20 US Patents.
