TONY L. COUNCIL, P.E.

Houston

Mr. Tony L. Council is the owner of TLC Engineering, Inc. and has over thirty (30) years of engineering and project management experience. Mr. Council’s experience covers all areas of managing large projects: from preparation of cost estimates to design, installation, construction management, and commissioning of facilities. Mr. Council was appointed to the Coastal Water Authority Board of Directors by former Houston Mayor, Bill White and he continues to serve on elected Mayor Sylvestor Turner's Transition Team as co-chairman. He also serves on the board of Greater Sooner Holdings, Inc., a Texas oil and gas exploration firm.

BEVERLY G. WILLIAMS, P.E.

Houston

Ms. Williams serves as Director of Engineering. A degree both in architectural and in civil engineering and experience as a general contractor gives Ms. Williams unique insight into the design-build process. She has over thirty (30) years’ experience with emphasis in site development, infrastructure and master planning, her strengths reside in project management, coordination, and administration. Ms. Williams also serves as project manager for TLC’s disaster recovery operations support and oversees production for engineering projects. She plays a major role in business development and is licensed in Texas, Virginia, and Tennessee.

RICARDO “RICK” DIAZ, P.E.

Florida

Mr. Diaz has over thirty (30) years’ experience in diverse disciplines as a Civil Engineer, specializing in the areas of water and wastewater. His experience includes desalination techniques, as well as conventional water treatment processes and water distribution systems. These systems include sequencing batch reactors (SBR), membrane bio-reactors (MBR), waste water collection and transmission systems, oxidation ditches in wastewater treatment plant design, and lift stations design and remodeling.
 

Mr. Diaz also has over twenty (20) years of experience in solid waste landfill design and remodeling, including leachate collection, transmission, storage and transfer systems, materials recovery facility (MRF) planning and design, methane gas collection, transmission and flaring, and storm water collection, transmission, storage, and reuse. Mr. Diaz serves as a branch manager for the Florida office.

JOSEPH P. BELLANCA, P.E.

Houston

Mr. Bellanca is a Senior Consultant for TLC operations in Georgia. Responsibilities include overall management and coordination of TLC project pursuits, project team formation, team/client coordination and project consultation. His experience has been primarily in large aviation/transportation programs in the United States and overseas. His experience includes planning, design, construction phase services, including PM/CM and BOT contract delivery.

TIE DENG, P.E.

Houston

Mr. Deng has over thirty (30) years’ experience in hydrologic and hydraulic modeling, design of storm water detention facilities, water distribution systems, wastewater collection systems and lift stations. He is also experienced in site planning, facilities design, and roadway design.  His roadway design experience includes intersection design, signalization, signing and striping, right-of-way preparation, drainage and culvert design, pavement grade, horizontal and vertical geometric design, and utilities design, traffic control planning, traffic volumes analysis, and traffic operations analysis for highway capacity and traffic sign determination.  He assists with project planning and construction estimating.

RENEE JACKSON, P.E.

Louisiana

Ms. Jackson has thirty (30) years of experience in the field of engineering, specifically in program management, design, and construction projects. While working for the City of Nashville, she served as project manager for over forty (40) capital projects for the City of Nashville, Tennessee. Ms. Jackson has helped develop standard technical specifications and technical details for government entities. Her experience included strategic planning for a $40 million dollar sidewalk program, which involved the repair and replacement of over 220 sidewalk projects and over 4,203 curb ramps throughout the county, all complying with the Americans with Disabilities Act (ADA). Ms. Jackson also served 10 years as Bridge Project Manager for the Metro Nashville Bridge Maintenance and Management Program, a joint venture between Metro Nashville and the Tennessee Department of Transportation (TDOT), which resulted in the repair, maintenance, rehabilitation, or replacement of over 379 bridges owned by Metro Nashville of Davidson County, Tennessee. Ms. Jackson now serves as Engineer of record for our Louisiana branch office and participates in the direction and oversight of projects in the State of Louisiana.

DORIS WASHINGTON, P.E., AIA

Houston

Ms. Washington has over thirty-five (35) years of experience in civil-structural engineering and design. She has extensive and diverse experience in storm, wastewater, and water design and has valued experience both in commercial and residential site design. Her experiences include design of structural steel and concrete buildings, storage tanks on precast concrete pilings, and reinforced concrete underground sulfur pits, which must comply with the latest environmental protection codes.. Ms. Washington's experience designing church facilities, daycare facilities, and commercial buildings has earned her registration as an Architect with the American Institute of Architects (AIA). Ms. Washington serves and our lead structural engineer.

MARCOS MAKOHON, RA, PMP

Tennesee

Mr. Makohon serves as TLC’s resident architect and planner. With thirty-seven (37) years of experience in master planning and concept design, he has performed in every capacity from drafter to master planner, with the majority of his time as project manager. He has many years’ experience working with governmental agencies and is familiar with national and international code regulations and government-funded projects.
 

Mr. Makohon is certified as a Project Management Professional (2002), has been certified by the National Council of Architectural Registration Boards (NCARB) since 1982, and is registered in the states of Alabama, Florida, Michigan, Missouri, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, and Wisconsin. He is fluent in the Italian and Spanish languages.

KATHY JONES IRISH

Los Angeles

Ms. Irish has more than 30 years of public and private sector professional experience in program management, project and personnel management in the fields of transportation, engineering, procurement, local government, waste management, water resource planning, workforce development, and corporate philanthropy. Her extensive experience includes, Strategic Advisor/Leadership, Strategy Development and Implementation, Team Leadership, Complex Project Management, Public Affairs Advocate, Municipal Government Affairs Specialist and Crisis management expert.

BILL BUCKMASTER

Houston

Mr. Buckmaster has over (30) year of experience in Construction Management. Currently, he manages the Construction Management and Inspection Division for TLC.  He oversees the recruits, trains and supervises the inspection team. He is a visionary leader with a track record for defining, building and optimizing best-in-class infrastructures and operations. He has a reputation for defining enterprise technology strategies/solutions that reduce costs, improve efficiency, support organizational goals and maximize the investment. He has excellent communication, training, and problem-solving skills, conveying complex technical concepts to users and colleagues of all levels. Mr. Buckmaster has the following certifications in the areas of Industrial Maintenance Technology Industrial Electricity OSHA 30 / HAZWOPER/ ISO 100 ISO 200 / Confined Spaces / Government Clearance. He is highly knowledgeable as a Heavy Equipment Operator and Health and Safety Officer.  Bill is multi-disciplined and has blueprint fluency.  Bill has commissioned buildings that are LEED Silver certified and Energy Star rated. 

TIMOTHY KROEKER M.E.Des.

Houston

Mr. Kroeker has over twelve (12) years of experience in environmental planning projects both in public and private sector and as a Master Planner.  He is responsible for preparing environmental assessments (Phase I & II)  for National Environmental Policy Act (NEPA) compliance at local, state, and federal levels; conducting and overseeing field studies and assessments, data gathering and interpretation, coordination with subcontractor specialists, preparing comprehensive reports of findings (including environmental assessments and categorical exclusions), client coordination, agency interaction, and permitting. In addition, he has specialized environmental planning experience for transportation projects with the Texas Department of Transportation and the Arizona Department of Transportation. Mr. Kroeker is knowledgeable about the needs and requirements of other agencies, such as the Environmental Protection Agency (EPA), U.S. Army Corps of Engineers, the Texas Water Development Board, and the local governments (counties and cities) of Houston and Galveston, Texas region. His responsibilities have included project management; transportation master planning; bicycle and pedestrian master planning; organization and coordination of public meetings; presentation and reporting to senior public and appointed municipal, county, and state officials; preparation of technical documents; and GIS mapping. Mr. Kroeker has been involved in developing long, medium, and short range infrastructure policy and program plans, as well as writing planning and regional transportation strategies and reports.

MICHAEL D. KENNEDY, CCM

Houston

Mr.Kennedy is an experienced Construction and Civil Engineering Professional with recognized successes in contract management, project inspection, marketing and operations improvement in fast-paced engineering and construction environments. He is also a Program and Project Manager with consistent record of aggressive growth in profits and revenues. Mr. Kennedy maintains significant responsibility and successful management of high -visibility projects. He obtained a Bachelor of Science degree in Construction Management backed by 30 years of experience. Certified Construction Manager I.D. No. 6435
