The City of Galveston (COG) needed to have approximately 1.25 miles of Market Street reconstructed. This portion of the roadway had not experienced substantive upgrades since the City was raised, following the Hurricane of 1900. Problems with the existing facility included Americans with Disabilities Act (ADA) of 1990 non-conforming pedestrian conditions, particularly at intersections.
