Pipeline Design & Inspections
Pipeline Design and Inspection is the foundation of this company. Tony L Council, Owner, has years of experience doing projects for major Petroleum Companies such as BP and Chevron. In yr 2000, Mr. Council served as Project Manger for the Green Lake Project which set a record for being the world's longest directionally drilled pipeline. This project consisted of dual, 25 mile, bi-directional pipelines with all support appurtenances and facilities.

TLC has provided many services related to the Petrochemical Industry such as pipeline engineering with oversight of all disciplines, including route selection, land surveying, environmental studies and compliance and construction inspections. TLC has also provided services involving engineering design, right of way, permitting (FERC), wetland mitigation and construction management which involved conducting progress meetings, project coordination, budgeting, scheduling, bidding and negotiation of contracts, cost analysis and commissioning of facilities.

Telecom Engineering Services TLC is very excited about the future opportunities within the telecomm industry regarding LTE/4G systems deployment& 3G system installation and upgrades. Water / Wastewater
TLC has been selected to provide Construction Management services for the Rehabilitation of Water Storage Tanks for the City of Houston, beginning June 2008. The Project Scope involves Construction Management Services providing rehabilitation, inspections and maintenance as required for water storage tanks in all locations of the city. Work will begin in Willowchase and Acres Homes pump stations. All work will be done in-house except for Inspections that will be outsourced. Contract Value: $1,500,000

In 2006, Construction Management and Inspections Services were provided to the City of Houston for the Park Glen 5.0 MG Ground Storage Tank and Detention Pond. TLC coordinated all project budgeting, scheduling, pre-bid design, reviews, pre-bid meetings, post-bid proposal review and final proposal cost analysis activities along with the City of Houston stakeholder(s) that were involved on this project. Inspection services were provided to monitor all pre-construction and post construction activities and ensure that all documentation for this project was completed in a timely manner. This work involved both in-house and outsourced requirements. Contract Value: $2,500,000

Construction Management Services
Construction Contract Management Services is our specialty. TLC Engineering, Inc. has specialized experience in providing Construction Contract Management Services using Construction Industry Institute best practices on simultaneous projects of varying dollar magnitudes (ranging from $50,000 to greater than $5,000,000) on complex facilities. TLC Engineering, Inc. utilizes its in-house staff of qualified engineers, project and construction managers and has a number of Teaming Agreements with both small and large firms of various disciplines, for added support when additional engineers, construction managers, inspectors and support staff are needed. TLC also has mentor protege's that provide support as well.

Key Projects
TLC provided Engineering Design Services in 2006 for the 105 Sabine Street Project which included providing inspections and serving as construction managers. This design-renovation project involved the Contractor(s) in the design process and allowed the budget to be negotiated and alleviated excessive change orders. Responsibilities included conducting progress meeting, scheduling, bidding, proposal review, and cost analysis. The project scope included HVAC System replacement, new entry door, drinking fountain, curb ramp, sidewalk, and modifications to elevator and restrooms, preparing budgets and providing quality assurance and controls. TLC provided management in-house and outsourced the remaining requirements as needed. Contract Value: $2,500,000

Construction Estimating and Constructability Review
TLC Engineering, Inc. has specialized experience in performing Construction Estimating and Constructability Review services on projects of varying dollar magnitudes (ranging from $50,000 to greater than $5,000,000) and disciplines on complex facilities.

Construction Estimating and Constructability reviews are provided for many TLC projects, as part of our bid process. We use in-house Costworks 2008 Software by R.S.Means for cost estimating. We have on-staff expertise, with experience in general contracting, that takes the lead in cost estimating as well as project scheduling and budgeting. When work schedules get hectic, TLC uses one of our Teaming Partners to assist us with this effort by outsourcing as needed.

Construction Inspections
TLC Engineering, Inc. has specialized experience in providing oversight and inspection of construction, operations, and maintenance projects of various dollar magnitudes (ranging from $50,000 to greater than $5,000,000) and disciplines on complex facilities.

Key Projects
TLC provided construction inspection and maintenance in-house for two FEMA projects related to Hurricanes Katrina and Rita. TLC provided licensed engineers, site assessors, electricians, plumbers and HVAC personnel to assist with the efforts of inspecting for occupancy and providing maintenance for thousands of trailers in the Mississippi area. Although these services were not provided for a single large complex, the coordination of activities between scattered sites and trailer parks was a complex task. Housing, transportation and meals had to be coordinated for 54 people over an 18 month period. The contracted amount of these two projects was $13 mil combined.
