TONY L
COUNCIL, P.E.
Mr. Tony L. Council is the owner of TLC
Engineering, Inc. and has over 29 years of engineering and project
management experience. Mr. Council's experience covers all areas
from preparation of cost estimates to design, installation,
construction management, and commissioning of facilities. Mr.
Council was appointed to the Coastal Water Authority Board of
Directors by Mayor Bill White and also serves on the Board of
Greater Sound Holdings, an oil exploration Firm.
DAVE FEDRICK
Mr. Fedrick has over 35 years of experience in
Business Administration and Engineering. He identified new
business opportunities and penetrated the targeted market for
continued growth of the company, developed and lead third party
relationships that will contribute to acquiring new clients,
collaborated with all departments to develop and create plans for
specific regions and territories, developed forecasts along with
revenue and profit goals for each potential contract, and he
structured and negotiated agreements that provided strong
contractual protections, maximum project opportunity and targeted
profit margins for the company.
BEVERLY WILLIAMS-COLES,
P.E.
As Director of Engineering with a degree in both
architectural and civil engineering gives Ms. Williams-Coles
unique insight to the design-build process. With over 15 years
experience as a residential builder and 23 years experience as a
civil engineer with emphasis in site development, utility,
infrastructure, grading and sewer design, she is very strong in
project management, coordination and administration. Beverly
serves as Program Manager for Disaster Relief Contract. She also
works closely with Business Development to develop business and
new markets.
LARRY DEARING, P.E.
Professional Engineer and Project Manager with 26
years of experience in the natural gas industry performing project
engineering and project management on major transmission pipeline
facilities with experience in design engineering, project
management, planning, operations and maintenance of those
facilities.
ADEL ATIA, P.E.
Mr. Atia has over fifteen (15) years as a Consultant
and Engineering Manager. He is a Specialist in HVAC, Gas,
Refrigeration, R&D, OSHPD, Plumbing, Fire Protection, AutoCad
2005 and EMS Systems. Strong knowledge of California Plumbing and
Mechanical Codes, New Energy Conservation Regulations, ASHRAE,
NFPA, National Building Code of Canada and Ontario Building Code.
Good computer skills including Carrier E-20, Trane Trace-700,
E-Quest, Energy Pro, AutoCad 2007, MS Word, Windows, Excel,
Carrier and Trane load calculation programs, duct and pipe sizing,
ASHRAE 90.1, Envelop calculation and the Amanda system.
Business-oriented successfully assigned to the company many
profitable projects.
AUGUSTO RAMOS, P.E.
Mr. Ramos has over fourteen (14) years of experience
in Structural Engineering and Design and 6 years of experience in
Civil Engineering. He has extensive and diverse experience in the
Civil Engineering industry providing investigations and analysis
of on-site conditions. Mr. Ramos has valued engineering experience
in reducing project cost and project timeframe. He is experienced
with transportation structures, telecommunication sites, deep
foundations design for multistory buildings and bridges. AASHTO
LRFD knowledge applied to pre-stressed concrete bridges and IBCO
knowledge applied to building structures design and analysis.
TOYA CAMPBELL
Mrs. Campbell has over eight (8) years experience in
natural resource management and environmental sciences. She has
completed Environmental Assessments (EA), Environmental Impact
Statements (EIS), and Categorical Exclusions (CE) for the
Department of Transportation (DOT), National Park Service (NPS),
Federal Aviation Administration (FAA), and US Army Corps of
Engineers (USACE). She has experience in many aspects of the
National Environmental Protection Act (NEPA) process including
research, data gathering, development of alternatives,
identification and analysis of environmental impacts and public
and agency involvement. Mrs. Campbell is well versed in the
preparation of public involvement plans and has served as manager
for nearly 100 public involvement sites. She has received special
training in OSHA 40-Hour Hazardous Waste Operations and Emergency
Response, Environmental Justice, and NEPA.
DAVID WALKER
As project manager with Frontier Associates, Mr.
Walker is responsible for direct oversight of Frontier’s Texas
Houston-area energy efficiency implementation projects,
particularly projects targeting low-income households. In this
role, Mr. Walker provides outreach to community service
organizations, provides subcontractor training and ensures quality
control, manages materials purchasing, and provides other project
management support. Mr. Walker previously held the positions of
National Operations Manager (4yrs) and National Director (3yrs) of
Guaranteed Watt Saver Systems, Inc. He holds an Energy Star
(DOE/EPA) Master Certification and is a Certified Rater by GWSSI
& RESNET-HERS.
JOHN GENUNG
Mr. Genung is an experienced professional Project
Development and Construction Manager. He has over thirty years of
professional level project design and site management experience.
Honored by awards from owners, designers, contractors and peer
groups. Gained experience in the energy and transportation
industries. Developed Strategies to penetrate the market and
obtain funding from private placement investors, grants, mergers
and acquisitions, and public placements
MARCOS MAKOHON, RA, NCARB,
PMP
As a Senior Project Manager, Marcos brings well
over 20 years of project management experience supported by 19
years of architectural development knowledge. Marcos participated
in industrial, commercial, institutional, educational, government,
pharmaceutical, research labs, and healthcare projects. Marcos
experience includes tenure as Facility Representative and
Construction Manager for General Motors and Chrysler Motors in
their technical centers expansions, with noted projects such as
the largest wind tunnel in the world and consolidation of critical
global and local automotive development departments. Marcos has
been involved in large master plans for several major corporations
and state department across regional and state boundaries. Marcos
is professionally registered in 12 states and holds a national
certification from NCARB.
